The buyer invites interested economic operators, who can satisfy its needs, to participate in the procurement procedure regarding the delivery/provision/execution of the following goods/services/works:

Requested terms and conditions of delivery/provision/execution: The delivery of goods shall be made to the recipient's headquarters in Chișinău, 51 Sarmizegetusa street under DAP conditions (uncleared), all transport expenses being included in the price. Payment will be made in advance, at the time of confirming that the entire lot is ready for delivery, or in installments (for partial deliveries) within up to 10 days. Delivery term: maximum 30 days from the signing of the contract.

Special evaluation condition: Before adopting the contract award decision, the contracting entity has the right to delegate its representatives to the location of the buses to carry out the evaluation of their technical condition and to physically verify the original documents. This documentary verification will include, but will not be limited to: matching the identification number (VIN) on the chassis with the one indicated in the vehicle identity card (brief/technical passport), confirming the authenticity of the maintenance history and service documents to validate the real mileage (running), certifying the pollution norm (ecological class) from the official documents and ensuring the absence of any prohibitions or legal encumbrances on the vehicles.

Validity term of the contract: 12 months.

The bidder whose tender is designated as winning shall sign the sectoral procurement contract within 10 days from the date it was sent to them for signature.

If, upon expiry of the period specified above, the bidder who received the notice of acceptance has not signed the sectoral procurement contract or has not provided the performance guarantee, the contracting entity shall reject the tender and award the contract to the next ranked bidder, provided that their tender remains valid.

TERMS OF REFERENCE

for the purchase of 21 used (pre-owned) buses

1. The present terms of reference establish the minimum technical, qualitative, and performance conditions for the purchase of 21 used buses. The buses are intended for the public transport of passengers on urban/suburban routes and must ensure a high level of safety, comfort, and reliability.

To ensure the efficiency of subsequent operation and maintenance, the purchase will be guided by the following principles and mandatory requirements:

supply of all 21 buses by a single seller;

formation of a homogeneous lot, mainly of buses of the same brand, model, and manufacturer;

compliance with mandatory technical characteristics;

lowest total price, without VAT, including transport to Chișinău under DAP conditions (duty unpaid);

avoidance of additional expenses related to the import of buses older than 10 years inclusive.

4. Reception of the buses: The reception will be carried out at the headquarters of the Contracting Entity by a reception commission. The commission will verify the technical condition, the functionality of all equipment (especially the air conditioning, the ramp, and the condition of the engine/gearbox), and compliance with these terms of reference. In case defects are detected, the supplier is obliged to remedy them at its own expense within a maximum of
