The purchase of vehicles: Special vehicle with high-capacity pump, 8+1 passenger car, type 4 UTV
passenger car + trailer (mobile platform) will reduce the intervention time in case of floods,
effective intervention in hard-to-reach areas, limiting material damage and risks to the population,
ensuring the continuity of essential services in case of disaster.
The vehicles are intended for use by the Regional Search and Rescue Directorate No. 2 to increase
the response and intervention capacity in emergency ca ses generated by extreme weather
phenomena, especially floods, by equipping emergency services with modern and high -
performance equipment.

The legal basis for this procedure is EU Regulation No 2021/947 on the Neighbourhood,
Development and International Cooperation Instrument – Global Europe (NDICI) 2. See Annex A2

A natural or legal person may not submit more than one tender, regardless of the form of
participation (as a natural legal person or as a leader or member of a consortium submitting a
tender). If a natural or legal person submits more than one tender, all tenders in which that person
participated will be excluded.

SELECTION AND AWARD CRITERIA 16. Selection criteria Capacity providing entities An economic operator (i.e. a candidate or tenderer) may, where appropriate and for a given contract, rely on the capacities of other entities, regardless of the legal nature of the links it has with them. Where the economic operator relies on other entitie s, it must, in this case, prove to the contracting authority that it will have the resources necessary for the performance of the contract, by presenting an undertaking from those entities to make those resources available to it. Such entities, for example the parent company of the economic operator, must comply with the same eligibility rules and, in particular, nationality rules as the economic operator relying on them and must comply with the selection criteria for which the economic operator relies on t hem. In addition, the data relating to this third entity for the relevant selection criterion should be included in a separate document . Proof of capacity will also have to be provided at the request of the contracting authority. As regards technical and professional criteria, an economic operator may rely on the capacities of other entities only if the latter will perform the tasks for which those capacities are required. In the case of tenders submitted by a consortium, these selection criteria apply to the consortium as a whole, unless otherwise specified. The selection criteria will not apply to natural persons and single -member companies when they are subcontractors. 1) The economic and financial capacity of the tenderer ( based on point 3 of the tender form). If the tenderer is a public institution, equivalent information must be provided. The reference period to be taken into account will be the last three financial years for which the accounts have been closed. The selection criteria for each bidder are as follows: a) The bidder's average annual turnover in the last 3 years must be equal to or exceed the maximum annualized budget of the contract; b) The solvency ratio (current assets/current liabilities) for the last y ear for which the accounts were closed must be at least 1. In the case of a consortium, this criterion must be met by each member. 2) Technical and professional capacity of the bidder ( based on points 4, 5 and 6 of the bid form). The reference period to be taken into account will be the last 3 (three) years prior to the deadline for submitting applications. The selection criteria for each bidder are as follows: a) the declaration regarding similar experience from the last 3 years, or iginal – confirmed by the donor's electronic signature. b) holds a professional certificate corresponding to this contract, such as the professional certification certificate for employees in the field of automotive construction or automotive repair and maintenance, the activity license or operating authorization in the field in which the contract is of the nature or which is tangential to the nature of the contract; a) the bidder has had at least one similar contract for the delivery of technical transport units, in the last 3 years, and with a total budget of at least 80% of the value of the future contract. This means that, during the period indicated, the contract to which the tenderer refers could have started at any time, but does not necessarily have to be completed during this period, nor implemented throughout the entire period. Tenderers may refer either to projects completed during the reference period (although they started earlier) or to projects that have not yet been completed. In the first case, the project will be taken into account in its entirety if adequate evidence of execution is provided (declarations or certificates from the contracting authority, final acceptance). How to submit bids Tenders must be submitted exclusively in English to the contracting authority, using the means specified in point 10 of the instructions to tenderers. Bids submitted by any other means will not be considered. By submitting a bid, bidders agree to receive n otification of the outcome of the procedure by electronic means. 21. Modification or withdrawal of offers Bidders may modify or withdraw their bids by written notice prior to the bid submission deadline. No bid may be modified after this deadline. Any such notice of modification or withdrawal shall be prepared and transmitted to tenderers in accordance with point 15 of the instructions. 22. Operational language All written communications for this tender and contracting procedure must be in English. 23. Additional information The financial data to be provided by the candidate in the standard application form must be expressed in EUR.
