of the special vehicle type autoturizm 8+1 
 
The specifications are an integral part of the award documentation for the 
supply contract for " 8+1 passenger car " whose purpose is to establish the 
essential elements/conditions that will govern the supply contract and constitute 
the set of requirements based on which each bidder develops the technical 
proposal. 
 
1. GENERAL REQUIREMENTS 
8+1-seat, multifunctional vehicle, intended for operational interventions and 
mobile headquarters, capable of transporting both passengers and cargo weighing 
approximately 500 -600 kg on paved roads. The vehicle must comply with the 
regulations in force for circulation on national and international roads. 
     1.1 Rules and standard 
1.2 The fully equipped prototype of the vehicle will undergo, before the 
first delivery, a verification program drawn up by specialists from the General 
Inspectorate for Emergency Situations and those of the supplier, in order to 
determine whether the transport unit (including equipment) meets the technical -
tactical performances of this technical specification. 
1.3 The delivered vehicle will comply with the provisions of the Decision 
of the Government of the Repub lic of Moldova No. 357 of 13.05.2009 on the 
approval of the Road Traffic Regulations with subsequent amendments and 
supplements; 
1.4 The delivered vehicle will comply with the requirements of this 
Specification. 
1.5 We mention that the car will circulate both in t he territory of the 
Republic of Moldova and in the countries of the European Union and must ensure 
the minimum requirements for circulation on public roads in these regions, 
possibly complying with the provisions of Directive 2007/46/EC which establishes 
the safety and environmental requirements that motor vehicles must comply with 
before being introduced on the EU market.

registration and circulation. 
7.  Requirements

 Warranty term: minimum 3 years or 100,000 
km (bidder specifies). 
 The warranty period will be presented by the 
supplier, issued by the manufacturer for the 
offered good. 
The warranty period begins from the date of final 
receipt of the good.

The maximum term for performing maintenance 
and repair works will not exceed 30 (thirty) 
calendar days from the moment  of the written 
notification sent by the beneficiary to the supplier. 
9.  Compliance, approval 
and applicable

 Motor vehicles completely manufactured or 
completed and approved in accordance with the 
provisions of UN Regulation No. 107EC. 
 The vehicles offered must comply with 
Regulation (EU)2018/858 of the European 
Parliament and of the Council of 30 May 2018 on 
the approval and market surveillance of motor 
vehicles and their trailers, and of systems, 
components and separate technica l units intended 
for such vehicles, amending Regulations (EC) No. 
715/2007 and (EC) No. 595/2009 and repealing 
Directive 2007/46/EC. 
 Motor vehicles must comply with the 
applicable harmonised standards on road safety 
and environmental protection .
 When bidding , the supplier will present the 
EU type -approval certificate, issued by the 
competent authorities of an EU member state, in 
original or a copy conforming to the original. 
 
3. RECEPTION 
The vehicle will be delivered within 120 ( one hundred twenty  ) days from 
the date of conclusion of the contract at the headquarters of the  Regional search 
and rescue Directorate no. 2 of the General Inspectorate for Emergency Situations 
located on Moscovei Street 1, Bălți municipality. 
After delivery of the vehicle and its  equipment, they will be tested. The 
testing period will last 7 days. Once the testing period is completed, an Acceptance 
Form will be signed, in accordance with the legislation of the Republic of Moldova 
in force. Once the Acceptance Form is issued, the w arranty period will begin, 
during which defects will be reported, and the defective equipment 
(parts/equipment) will be replaced without any fees.
