In caietul de sarcini reisind din parametrii tehnici s-a solicitat camera video Sony.
Totodata s-a solicitat si accesorii camere video de la mai multi producatori: SWITT, SanDisk, Sachtler
Sennheiser , Ikan. De ce nu s-a diviyat acest tender in 2 loturi ? :
Lot nr.1 : Camcordere
Lot nr 2 : accesorii camere video
Prin urmare acest lot unic da posibiltatea participarii la tender numai a dealeriilor Sony , iar ceilalti
agenti economici nu pot participa la el si este o discriminare.
Va rog sa raspundeti la aceste intrebari si obiectii, in caz contrar vom fi nevoiti sa ne adresam cu contestatii la ANSC.
Ответ заказчика: Drept răspuns a clarificărilor solicitate în cadrul concursului privind achiziționarea ”camere video cu trepied și accesorii”, menționăm că conform cerințelor caietului de sarcini, pot fi oferite bunuri de la orice producător, doar să fie respectate cerințele tehnice minime solicitate.
Divizarea acestui tender în mai multe loturi, așa cum este invocat, nu poate fi acceptată și anume:
•Toate bunurile oferite necesită sa fie compatibile cu poziția nr.1 ”Camcorder”, fapt menționat în caietul de sarcini. De aici nu este clar cum pot fi oferite accesorii pentru un camcorder care la etapa actuală nu este cunoscut ce model va fi oferit.
•Echipamentele descrise în caietul de sarcini nu pot funcționa separat, și odată cu divizarea în 2 sau mai multe loturi, este riscul să fi desemnat un câștigător pentru un lot și pentru celălalt lot să nu fie ofertă calificată la concurs și în așa caz achiziția va fi inutilă fără obținerea unui rezultat final.
